Appeals for Admissions
The Assistant Vice President for Undergraduate Admissions and the Vice President for Enrollment Management and Student Success and Vice Provost are the President’s designees for purposes of hearing Undergraduate Admissions Appeals.
Academic ineligibility
Applicants for undergraduate admission who are denied due to academic ineligibility may appeal the denial to the Assistant Vice President for Undergraduate Admissions within 20 days of the date of the denial letter. The decision of the Assistant Vice President for Undergraduate Admissions is final. Students can appeal based on the following:
- Has earned higher test scores or raised his/her GPA and wishes to be re-evaluated through submission of updated documents.
- A denied applicant has compelling reasons explaining why his/her academic record or test scores do not meet the standards.
If you wish to appeal your denial, you must complete the appeal process through submission of the following documents within 20 days of the date of the denial letter.

Disciplinary/criminal history or falsification of application
Applicants for undergraduate admission who are denied for reasons related to disciplinary/criminal history or falsification of application may appeal the denial to the Vice President for Enrollment Management and Student Success and Vice Provost within 20 days of the date of the denial letter. The decision of the Vice President for Enrollment Management and Student Success and Vice Provost is final.
As a permanent resident, how do I provide proof of residency?

Before I apply, how will I know which credits transfer from my previous college?
If your previous college was in the U.S., please check course credit equivalencies using our Transfer Credit Predictor at gsu.transfer.degree. It is up to each academic department to determine which credits are transferable. Once you are accepted, please contact your assigned academic adviser to see how many and which credits transferred.
Disciplinary and Academic Standing
Academic and disciplinary standing are factors taken into consideration for applicants being reviewed for admission. For the purposes of admission, good disciplinary and academic standing means the applicant has no pending disciplinary charges, outstanding disciplinary sanctions or disciplinary or academic issues that would prevent the applicant from re-enrolling at a previously attended high school, college or university. Check your status online here. Once you have submitted documents, allow seven to 10 business days for the mail to be sorted and your status to be updated.

How do I apply for admission to Georgia State?
Steps for admission include application, $60 application fee, official transcripts, and SAT and/or ACT scores*, and completion of the appropriate online application. Your answers on some of the application questions may require additional documents or statements, so please be sure every question is answered carefully and honestly.
*Note: SAT/ACT scores are not required for Spring, Summer or Fall 2021 admission.
How do I reactivate my application?
A student’s application is valid for a total of three terms of entry, including the term marked initially on the application and the following two terms of entry. Students who wish to be considered for a term of entry within this time frame must complete a reactivation application and any required credentials by the application deadline date for the desired term of entry.
Once the two additional terms of entry have passed, the application and application fee is no longer valid. Students who do not reactivate their application during this allotted time are required to submit a new application, new application fee and any new transcripts (if applicable) to be considered for admission.
How should transcripts and test scores be sent to Georgia State?
Official transcripts may be mailed from your school to Georgia State or sent electronically through GAfutures.org. Official test scores MUST be sent electronically from either Collegeboard or ACT by selecting Georgia State University as a school for test delivery.
I currently attend a university in the U.S., but I have attended another college outside the U.S. If I only want the credit from my school in the U.S., do I still need to submit the foreign transcript and its evaluation?
Yes, Georgia State University requires that you submit college transcripts from all of your previous institutions. If you attended a college outside of the U.S., you must have your credit evaluated by an independent evaluation service. Please see our Official Transcript Evaluations website to find out more information.
I do not understand my application status. What does it mean?
Your application status is dependent upon the review of your application and all necessary supporting documentation once they are received in the Office of Undergraduate Admissions. There are several application statuses commonly used to reflect an application during any stage of the admissions process. Below are definitions of some commonly used application statuses:
- Incomplete-Items Outstanding: Application status that reflects that all necessary supporting documentation has not yet been received by the Office of Undergraduate Admissions to proceed with an appropriate final admissions decision for the applicant’s file.
- Complete: Application status that reflects all necessary supporting documentation has been received by the Office of Undergraduate Admissions to proceed with an appropriate final admissions decision for the applicant’s file.
- Complete Under Review: Application status that, after review of the freshman application and all necessary supporting documentation, reflects that the freshman applicant’s file is awaiting a final decision under either the Fall Early Action or Regular Decision plan.
- Accept: Application status that, after review of the application and all final necessary supporting documentation, reflects the applicant has met all admissions requirements and has been accepted to the university.
- Withdrawn-Incomplete: Application status that reflects that all necessary supporting documentation had not been received by the Office of Undergraduate Admissions to proceed with a timely, appropriate final admissions decision for the applicant’s file. The applicant can choose to update his or her admissions file for review for a later term by submitting updated credentials by the appropriate application deadlines.
- Withdrawn: Application status that generally reflects the applicant’s decision to not have his or her application be reviewed for a given term. The applicant can choose to update his or her admissions file for review for a later term by submitting updated credentials by the appropriate application deadlines.
- Deny: Application status that, after review of the application and all final necessary supporting documentation, reflects the applicant has not met all admissions requirements and has not been accepted to the university. The applicant can choose to update his or her admissions file for review for a later term by submitting updated credentials by the appropriate application deadlines.
- Accept-Intent form received: Application status that, after review of applicant’s Intent to Enroll form, reflects the applicant’s intention on enrolling at Georgia State.
I have a question about my residency status. It currently states “Green Card Needed”. What does that mean?
If your residency status displays “Green Card Needed”, it means that to be considered for Georgia residence classification for tuition-payment purposes and have the ability to register for classes, it is required that you submit a valid, legible copy of your permanent resident alien card to the Office of Undergraduate Admissions as soon as possible.

If your residency status displays “Non-Resident”, it means that that you have been classified a non-resident for tuition-payment purposes. I have a question about my residency status. It currently states “Not yet determined”. What does that mean? Why has my residency not been updated?
Generally, the Office of Admissions does not make an initial residency determination on an applicant’s admissions file until the applicant has met all admissions requirements and has been accepted to the university.

If your residency status displays “Residency in Question”, it means that, upon review of your application, questions have arisen regarding your residency status for tuition-payment purposes. If you believe this determination has been made in error, please contact the Office of Admissions via phone at 404-413-2500, email at [email protected] or in person at Sparks Hall, Suite 200, 33 Gilmer Street, Atlanta, GA 30303 as soon as possible. Please note that, in some cases, it may be necessary for an applicant to file a petition for Georgia Tuition Classification or apply for a residency waiver form. I have a question about my residency status. It currently states that I am a resident. What does that mean?
If your residency status displays “Resident”, it means that you have been classified as a Georgia resident for tuition-payment purposes.
I see that my file has a residency determination, but my application status still reads “Complete” or “Complete-Under Review”. Does that mean I will be accepted?
Generally, the Office of Admissions does not make an initial residency determination on an applicant’s admissions file until the applicant has met all admissions requirements and has been accepted to the university. However, we encourage you to regularly monitor your admissions status.
I would like to be considered for conditional admission. Do I need to take the TOEFL?
You can learn more about Conditional Admission here. Only new F1 students who are currently outside of the US can be considered for Conditional Admission. Students must submit all required admission documents and be academically admissible, but lack English proficiency. Students must submit IELTS, TOEFL, or another approved English Language Proficiency test to show their current language skills. These test scores will also determine your placement level when you apply to the Intensive English Program. Students must submit a separate application to the Intensive English Program. Once completing the Intensive English Program, students can transition their I-20 for their F1 Visa to the main GSU Atlanta Campus or our Perimeter College to begin their degree program.
Updating Your Application
Freshman applicants who wish to update their admission file documents need to know their application type and semester of entry. Remember to use the online admissions status check to view your documents, date(s) received and up-to-date application information.
Fall Freshman Applicants
- If you selected Early Action as your fall application type, you may update your admission documents through the November 15 deadline. After the deadline, you may only update your file with new transcripts and/or test scores if you receive a status of deferred, and will automatically be re-evaluated during the next decision release. Admission status possibilities for early action applicants who complete their files include: accepted, deferred, denied or withdrawn for scores.
- If you selected Regular Decision as your fall application type, you may update your admission documents through the March 1 deadline. After the deadline, you may only update your file with new transcripts and/or test scores if you receive a status of waitlisted, and you will be re-evaluated as long as you issue this request to the Office of Undergraduate Admissions in a timely manner. Admission status possibilities for regular decision applicants who complete their files include: accepted, denied, waitlisted or withdrawn for scores.
Spring/Summer Freshman Applicants
- If you selected spring or summer as your term of entry, and met either the priority or final deadline, you may request a re-evaluation of your file with new transcripts and/or test scores at any time. To do so, please contact Undergraduate Admissions and request a re-evaluation. Remember that re-evaluations are dependent upon the timing of the request, the application, deadline and entry start date.
- If you meet the required qualifications listed above for a re-evaluation of updated information or have further questions, contact the Office of Undergraduate Admissions at 404-413-2500 or [email protected]. Remember that test scores must be submitted electronically, directly from the testing organization and high school transcripts must be official and sealed. The deadline for final review of any additional documents is determined by the Office of Undergraduate Admissions.

Verification of Lawful Presence
Georgia State University admits all academically qualified undergraduate students, regardless of immigration status.
The Board of Regents of the University System of Georgia requires all students applying to Georgia State University to provide verification of their lawful presence in the United States to be classified as in-state for tuition purposes.
This requirement is detailed in the following Board of Regents policies:
Students may be verified through one of the following options below:
- Verification through the Free Application for Federal Student Aid (FAFSA)
If you are a U.S. citizen, permanent resident or eligible non-citizen (this does not apply to international students on a visa) who has completed and submitted a FAFSA, the U.S. Department of Education will verify your lawful presence. If you cannot be confirmed as lawfully present, the Office of Financial Aid will follow up with you for additional documentation. - Submission of one of the following documents:
- A valid Georgia Driver’s License/State ID with REAL ID symbol. (Front and back required)*
- A valid U.S. Driver’s License/State ID with REAL ID symbol from the USG approved list. (Front and back required)*
- A copy of an original or certified U.S. birth certificate issued by a state, county, municipal authority or territory of the U.S. bearing an official seal. The copy must clearly show the raised or written seal to be acceptable.
- A valid U.S. Passport.
- U.S. Certificate of Naturalization (USCIS form N-550 or N-570).
- U.S. Certificate of Citizenship (USCIS form N-560 or N-561).
- U.S. Certificate of Birth Abroad issued by the Department of State (DS1350) or a Consular Report of Birth Abroad (FS-240).
- A valid U.S. Permanent Resident card (USCIS form I-151 or I-551). We require the front and back of your Permanent Resident Card and it must not expire prior to the first day of class for the enrollment term.
- A current military I.D. (applicable to service members only, not eligible for dependents). The I.D. will be verified in person only, a photocopy is unacceptable. ID verifications can be completed at the Atlanta, Alpharetta and Dunwoody campus. You must email [email protected] to schedule an appointment for verification.
*Driver’s Licenses/ID’s marked “Limited Term”, “Temporary”, “Not for REAL ID Purposes” or paper/interim driver’s licenses/ID’s are excluded. The front and back of the driver’s license/ID is required.
Submit documents directly to the Office of Undergraduate Admissions in-person or through the document upload section of your Admission Portal. Please allow 5-7 business days for processing and/or hold removal.
- Verification through Student and Exchange Information System (SEVIS)
If you have or are applying for an F or J visa, we will verify your lawful presence through SEVIS. As this is already part of the immigration process, there are no additional steps required to have your Citizenship Verification Hold removed. Simply comply with the requirements outlined by our Office of International Student and Scholar Services before you arrive at Georgia State University. - Verification through Systematic Alien Verification for Entitlements (SAVE)
All nonresident alien students on some sort of visa will need to submit immigration documents verifying their lawful status to the Office of International Student & Scholar Services (ISSS). Such documents may include an I-94 card, U.S. Citizenship & Immigration Services (USCIS) approval notice or receipt notice, or other documentation confirming the student is in lawful visa status.
This includes students who have been previously enrolled at Georgia State and are either returning (re-entry) to a degree program or applying for a new degree program. Transient students must also be verified.

What are the steps to apply for international postbaccalaureate admission?
If you have completed a bachelor’s degree at a regionally-accredited college or university and wish to enroll in undergraduate-level courses at Georgia State University as a non-degree seeking student, you are considered a postbaccalaureate applicant. What is the average score and GPA for an admitted freshman?
Georgia State calculates admissibility through consideration of two factors: a student’s grade point average (GPA) in the College Prep Curriculum high school courses and official SAT and/or ACT scores. The average ranges for admissible freshmen are as follows:
